With them in mind, the idea is to install 12 dog communication posts (a.k.a. “pee posts”) around Kalamaja. While a dog does its business near the post, the owner can read stories about local dogs collected from residents, displayed on an information board attached to the post. Each post will also include a brief introduction to the culturally significant location it stands in.

It may sound like an unusual idea, but like always, the driving force behind the Kalamaja Museum’s concepts are the people themselves. This time, the idea comes from Piret Tali, a Kalamaja resident and active community member. The locations for the posts will be selected in collaboration with dog owners through semi-structured and walk-along interviews, and all posts will be placed on public land owned by the City of Tallinn.

This initiative will help engage the Kalamaja dog owner community, strengthen connections between locals, and offer everyone a fun and meaningful public space experience.

In urban areas, it’s common to see signs telling dog owners to keep their dogs away. This project offers the opposite—an open urban space where dogs are welcome. These dog posts will serve as charming features for all pedestrians, offering stories about Kalamaja’s dogs and local history.

Location: Kalamaja
Idea by: Kalamaja Museum, part of the Tallinn City Museum
You can vote for the “Dog Communication Posts” project in the Põhja-Tallinn district.

The participatory budgeting vote of Tallinn, “A City Created Together 2025,” is open from September 2 to 22, 2025.

Everyone who is at least 14 years old and officially registered as a resident of Tallinn is eligible to vote.
